TIGER Grant Funded Projects

Major improvements planned for the Port of Davisville in the Quonset Business Park are on schedule and moving towards a heavy construction phase in spring 2011. Made possible by a $22.3 million federal TIGER grant awarded to Quonset in 2010, thanks to the efforts of Sen. Jack Reed and the Rhode Island congressional delegation, the project will add significant new port capacity. Here is the status of the major projects:

  • The centerpiece of the TIGER work, improvements to Pier 2 (North) and the addition of a port crane, has received approval from the Coastal Resources Management Council (CRMC). Construction plans have been finalized and bids are due in late April.
  • Structural repairs to Pier 1 (South) have also received CRMC approval. Bidding for the construction phase will take place through the month of April.
  • Improvements to Terminals 4 & 5, land-side parcels south of the piers, are under review by CRMC, with the planning phase possibly beginning as early as April.
  • Improvements to Davisville Road and the extension of Tidal Drive have received CRMC approval and are only days from design phase completion.
  • Railroad track, ballast and ties have been installed in the Pier 2 area from Davisville Rd. to the NORAD switch.

Highlighted Project: Building 318 Track construction & Pier 2 Track rehabilitation. Contractor LM Heavy Civil out of Westford, Massachusetts.

Scope of work: Construct new track from NORAD yard to the east side of building 318. Project includes constructing new jointed rail track with concrete crossties, installing new No. 8 turnout, installing asphalt with rubber interface grade crossing surface and installing a double structural cantilever slide gate.

Upgrade Pier 2 track from east end of NORAD yard to the northern end of Pier 2. Work items include excavation, installing new jointed rail track with concrete crossties, placing bituminous concrete pavement, and raising, aligning and surface track and turnouts.
