QDC Management Team

Steven J. King, P.E.

Managing Director

Mr. King manages and leads the efforts of the Quonset Development Corporation in its charge to develop and operate the 3,200-acre Quonset Business Park. He took charge of his duties in June 2007.  During his tenure the Business Park has experienced significant growth.  Private sector employment has increased by over 57%; new building construction has exceeded 3.8 million square feet; Port cargo volume has increased by over 300%; rail cargo volume has increased nearly 200% and corporate revenues have increased by 267%.

In addition to leading the effort for complex real estate transactions, he is responsible for the planning, engineering, design and construction of all infrastructure improvements undertaken by the Corporation. He has overseen the successful implementation of over $270 million dollars of projects for utility, roadway, rail, building and port construction. Mr. King has served with the corporation for over 24 years. Prior to becoming Managing Director, he served as Chief Operating Officer, Director of Construction Services and Project Engineer. Prior to joining the QDC, he worked for several consulting engineering firms in both Rhode Island and Massachusetts with emphasis on site development
and transportation projects.

Mr. King is a graduate of the University of Rhode Island with a BS in Civil Engineering. His work at the University was recognized with the President’s Award for Student Excellence. He is a registered professional civil engineer in the States of Rhode Island, Connecticut, and Massachusetts. His achievements and contribution to the civil engineering profession in the State of Rhode Island were recognized by the Providence Engineering Society in 2013 with the Freeman Award. Early in his career he was awarded the young engineer of the year by the RI Society of Professional Engineers. In 2016 he was awarded the Gary S. Sasse Distinguished Public Service Award by the Rhode Island Public Expenditure Council.

He is an Army ROTC graduate and served on active duty in the US Army from 1988 – 1992, serving as both a platoon leader and a company executive officer with the 588th Engineer Battalion. He is a veteran of the Persian Gulf War and has received the Bronze Star Medal, the Army Commendation Medal, the Army Achievement Medal, the National Defense Service Medal, the SW Asia Service Medal, and the Saudi Arabian Medal for the Liberation of Kuwait.

Steven is a member of the ASCE, NSPE, SAME, Tau Beta Pi, Chi Epsilon, VFW, and the American Legion.

 

Norine Lux

Director of Finance

Norine Lux, Director of Finance, is responsible for the maintenance of the Corporation's financial records and financial functions of the Quonset Development Corporation. She is also responsible for human resources administrative functions within the corporation.

Mrs. Lux joined Quonset Development Corporation in October 2007 as the Staff Accountant and was appointed Director of Finance in August 2019.   Prior to joining the Corporation, Mrs. Lux worked as an accountant in both privately and publicly held corporations in Rhode Island and also worked for various CPA firms early in her career.

Mrs. Lux is a graduate of Johnson & Wales University with a BS in Accounting.

Chelsea Siefert

Director of Planning and Development

Chelsea Siefert, Director of Planning and Development, coordinates efforts to develop the Quonset Business Park and to maintain productive tenancy by overseeing long-term planning functions, guiding development of the Park’s land area, managing allocation of grant funding, coordinating and negotiating tenant leasing and supervising the Park’s geographic information systems.  Ms. Siefert engages new and potential tenants, oversees marketing and leasing activities, and represents the Corporation on all matters regarding development and planning.

Ms. Siefert joined the Quonset Development Corporation in July 2019, bringing over 15 years of experience in land use planning and development review.  Prior to joining the Corporation, Ms. Siefert was the Planning Director for the Town of South Kingstown, where she emphasized finding practical solutions and encouraged smart growth.

Ms. Siefert holds a BA in Politics from Saint Anselm College and a Master’s in Community Planning from the University of Rhode Island.
