QDC Management Team

Steven J. King, P.E.

Managing Director

Mr. King manages and leads the efforts of the Quonset Development Corporation in its charge to develop and operate the 3,212 acre Quonset Business Park. He took charge of his duties in June 2007. During his tenure the Business Park has experienced significant growth. Private sector employment has increased by over 25%; new building construction has exceeded 1.8 million square feet; Port cargo volume has increased by nearly 150%; rail cargo volume has increased nearly 200% and corporate revenues have increased by over 75%.

In addition to leading the effort for complex real estate transactions, he is responsible for the planning, engineering, design and construction of all infrastructure improvements undertaken by the Corporation. He has overseen the successful implementation of over $80 million dollars of projects for utility, roadway, rail, building and port construction.

Mr. King has served with the corporation for over 18 years. Prior to becoming Managing Director, he served as Chief Operating Officer, Director of Construction Services and Project Engineer. Prior to joining the QDC, he worked for several consulting engineering firms in both Rhode Island and Massachusetts with emphasis on site development and transportation projects.

Mr. King is a graduate of the University of Rhode Island with a BS in Civil Engineering. His work at the University was recognized with the President's Award for Student Excellence. He is a registered professional civil engineer in the States of Rhode Island, Connecticut, and Massachusetts. His achievements and contribution to the civil engineering profession in the State of Rhode Island were recognized by the Providence Engineering Society in 2013 with the Freeman Award. Early in his career he was awarded the young engineer of the year by the RI Society of Professional Engineers.

He is an Army ROTC graduate and served on active duty in the US Army from 1988-1992, serving as both a platoon leader and a company executive officer with the 588th Engineer Battalion.  He is a veteran of the Persian Gulf War and has received the Bronze Star Medal, the Army Commendation Medal, the Army Achievement Medal, the National Defense Service Medal, the SW Asia Service Medal, and the Saudi Arabian Medal for the Liberation of Kuwait.

Steven is a member of the ASCE, NSPE, SAME, Tau Beta Pi, Chi Epsilon, VFW, and the American Legion.


Kevin M. Barry

Director of Finance

Kevin Barry, Director of Finance, is responsible for the maintenance of the Corporation's financial records and financial functions of the QDC. He is also responsible for administrative functions within the corporation.

Mr. Barry joined the Rhode Island Economic Development Corporation in 1996 as the Facility Controller at Quonset and was appointed Director of Finance in November 2007. Prior to joining the Rhode Island Economic Development Corporation, Mr. Barry worked in numerous accounting positions at various companies throughout Rhode Island. He brings a very diverse background to the corporation.

Mr. Barry is a graduate of Bryant College with a BS in Business Administration as well as an MBA in Accounting.

 

Jack F. Sprengel

Director of Operations

Jack Sprengel, Director of Operations, is responsible for the daily operations of the two utility systems located within the Quonset Business Park®, as well as maintenance operations for all property, roads, and structures owned and operated by the QDC.

Prior to joining the Rhode Island Economic Development Corporation in 1994, Mr. Sprengel was the Public Works / Contracting Officer at the former Naval Construction Battalion Center, Davisville, Rhode Island. In this position, Jack was responsible for the operation and maintenance of over 1 million sf of warehousing, 250 buildings, and 1,500 acres of land which are now part of the 3,000 acre Quonset Business Park®.

 

Edward J. Spinard, Jr., P.E.

Development Services Director

Mr. Spinard is responsible for planning, engineering, construction management and technical services for the Corporation. Mr. Spinard has over thirty years of experience in project management, urban and environmental planning, site engineering and permitting, including the teaching of these disciplines at the college level. He has used his engineering and planning experience to perform feasibility studies, site analysis and preliminary engineering; to prepare design plans and specifications and environmental permits; and to oversee construction administration for site planning and engineering projects.

Prior to joining the Quonset Development Corporation in 2010, Mr. Spinard was a Senior Project Manager for a large private engineering and planning consulting firm. He prepared civil engineering plans for various projects including public works, buildings, sub-divisions, storm water drainage, traffic, road, airport, water supply, sewage, and environmental systems. Prior to joining the consulting firm, Mr. Spinard was Deputy Director of the Division of Property Management for the Rhode Island Port Authority and Economic Development Corporation.

Mr. Spinard has a BA in Public Administration, a BS in Civil Engineering and a Masters Degree in Community Planning. He also served as Staff Sargent with the Rhode Island Army National Guard, Battery A, 2nd Battalion, 103rd Field Artillery from 1971 to 1977.

 

Robert C. Blackburn

Port Director 

Robert Blackburn joined the Quonset Development Corporation in December 2016.  As Port Director he is the principal point of contact between the Port of Davisville its customers, tenants, and government agencies. He also leads new business development for the Port.  

Prior to his position with the QDC, Mr. Blackburn worked for the Philadelphia Regional Port Authority. Initially starting as a marketing representative in 1992, Mr. Blackburn held various positions at the Authority including Director of Marketing, Deputy Executive Director and Senior Deputy Executive Director.  

Mr. Blackburn is a member of the American Association of Port Authorities, the North Atlantic Port Association, and the North Kingstown Chamber of Commerce. Mr. Blackburn received his B.A. degree from LaSalle University.
